🚗 VRT Exemptions Complete Guide 2026

Every VRT exemption and relief available in Ireland explained — eligibility criteria, application processes, and how to claim each relief.

Table of Contents

1. Electric Vehicle (EV) Relief

Battery Electric Vehicles (BEVs) qualify for significant VRT relief in Ireland. This is the most commonly claimed relief and can save buyers thousands of euros.

Relief Amount

  • OMSP up to €40,000: Full €5,000 VRT relief
  • OMSP €40,001 – €50,000: Tapered relief (reduces proportionally to zero)
  • OMSP over €50,000: No relief available

Eligibility Criteria

  • Vehicle must be a pure Battery Electric Vehicle (BEV) — plug-in hybrids (PHEVs) do NOT qualify
  • The vehicle must have zero tailpipe CO2 emissions
  • The relief is applied at the point of VRT registration
  • Scheme confirmed through 2026; future years subject to government budget decisions

Important: The base VRT rate for EVs in Band 1 (0g/km) is 0%. The €5,000 relief is additional to this, meaning many EVs attract zero or near-zero VRT. Use our Electric Car VRT Calculator to see your exact liability.

Example: A Tesla Model 3 with an OMSP of €38,000 would have 0% base VRT (Band 1) plus €5,000 relief. Since the base is already €0, the relief effectively provides no additional benefit in this case. However, for an EV with an OMSP of €35,000 where the band rate might be 10% (if it were a PHEV misclassified), the relief would reduce €3,500 to €0.

2. Disabled Driver / Disabled Passenger Relief

This is one of the most generous reliefs available, providing complete exemption from VRT for qualifying vehicles.

Relief Amount

Full VRT exemption — 100% of the VRT amount is waived.

Eligibility Criteria

  • The driver or passenger must hold a Primary Medical Certificate issued by the Health Service Executive (HSE)
  • The vehicle must be permanently adapted for use by the person with the disability
  • Adaptations may include hand controls, wheelchair access, modified pedals, or other permanent modifications
  • The vehicle must be registered in the name of the person with the disability or their spouse/civil partner
  • Only one vehicle at a time can qualify for this relief

How to Apply

Apply to Revenue through Revenue Online Service (ROS) or by post. You must provide the Primary Medical Certificate, evidence of vehicle adaptations, and proof that the vehicle is for the exclusive use of the disabled person.

Note: The Primary Medical Certificate is different from a Disability Parking Permit. You must apply for the Medical Certificate specifically for VRT relief purposes through the HSE.

3. Transfer of Residence Relief

For people relocating to Ireland with their personal vehicle, Transfer of Residence relief can provide significant VRT savings.

Relief Amount

Full VRT exemption on one vehicle per person per relocation.

Eligibility Criteria

  • You must be transferring your residence from another country to Ireland
  • The vehicle must have been owned and used in the previous country for at least 6 months before the move
  • You must apply within 12 months of arriving in Ireland
  • You must have lived outside Ireland for at least 3 consecutive months immediately before the transfer
  • Only one vehicle per person per relocation qualifies
  • The vehicle must be for your personal use

Required Documentation

  • Proof of previous residence abroad (utility bills, tenancy agreement, employment records)
  • Proof of vehicle ownership in the previous country for 6+ months
  • Foreign registration document
  • Proof of arrival in Ireland (passport stamp, flight booking)
  • Bill of sale or purchase invoice

Use our Transfer of Residence VRT Calculator to estimate your savings.

4. Historic / Classic Vehicle Relief

Qualifying historic vehicles benefit from a dramatically reduced flat VRT rate.

Relief Amount

Flat VRT rate of €200 for qualifying historic vehicles, regardless of the vehicle’s value or emissions.

Eligibility Criteria

  • Vehicle must be over 30 years old
  • Must be of historical interest — typically classic cars, vintage motorcycles, or historic commercial vehicles
  • Must be maintained in original or period-correct condition
  • Should not be used as a primary daily driver
  • Must not have been substantially modified from original specification

Note: Vehicles between 20–30 years old do not qualify for the flat €200 rate but receive the maximum 50% age depreciation on the OMSP, which can still provide significant savings.

5. Diplomatic Exemption

Full VRT exemption is available for vehicles belonging to diplomatic missions and international organisations.

Eligibility

  • Vehicle must be registered to a recognised diplomatic mission or international organisation
  • The diplomat or staff member must hold valid diplomatic credentials
  • The exemption applies for the duration of the diplomatic assignment
  • When the diplomat leaves Ireland, the vehicle must either be exported or VRT paid

This exemption is administered through the Department of Foreign Affairs and Revenue.

6. Charitable Organisation Relief

Vehicles used by approved charitable organisations may qualify for VRT relief.

Eligibility

  • The organisation must be a registered charity with the Charities Regulatory Authority
  • The vehicle must be used primarily for charitable purposes
  • Application must be made to Revenue with supporting documentation
  • The relief is subject to ongoing conditions — if the vehicle is no longer used for charitable purposes, VRT may become payable

7. Emergency Services Exemption

Vehicles used by emergency services are exempt from VRT.

Eligible Services

  • Garda Síochána: Garda patrol vehicles and specialist units
  • Fire Services: Fire engines and fire brigade vehicles
  • HSE Ambulance: Ambulance service vehicles
  • Defence Forces: Military vehicles for official use

This exemption applies to vehicles purchased new by these organisations for official use.

How to Apply for VRT Exemptions

The application process varies by relief type, but generally follows these steps:

Step 1: Determine eligibility. Review the criteria for your specific relief type. Gather all required documentation before applying.

Step 2: Prepare documentation. Collect all required documents. For EV relief, no separate application is needed — it is applied automatically at NCTS registration. For other reliefs, you may need to apply separately to Revenue.

Step 3: Apply to Revenue. For disabled driver relief and transfer of residence, submit your application to Revenue via ROS or by post. Allow time for processing before your NCTS appointment.

Step 4: Attend NCTS. Bring your approval letter or documentation to the NCTS centre. The relief will be applied to your VRT calculation.

Step 5: Keep records. Retain all documentation for at least 6 years in case of a Revenue audit or review.

Tip: For EV relief, simply inform the NCTS official that the vehicle is a qualifying BEV. The relief is applied automatically without a separate application.

Frequently Asked Questions

Do electric cars pay any VRT?

Battery electric vehicles in Band 1 (0g/km CO2) pay 0% base VRT. Additionally, EVs with an OMSP up to €40,000 qualify for up to €5,000 VRT relief. The relief tapers between €40,001 and €50,000, and does not apply above €50,000.

Do plug-in hybrids (PHEVs) qualify for EV relief?

No. Only pure Battery Electric Vehicles (BEVs) with zero tailpipe emissions qualify for the €5,000 relief. PHEVs benefit from lower CO2-based VRT rates but do not qualify for the EV relief.

How do I get the disabled driver VRT exemption?

You need a Primary Medical Certificate from the HSE, evidence of permanent vehicle adaptations, and must apply to Revenue. The vehicle must be for the exclusive use of the disabled person.

Can I claim transfer of residence relief if I’ve been living abroad for 2 months?

No. You must have lived outside Ireland for at least 3 consecutive months immediately before transferring your residence. The vehicle must also have been owned and used abroad for at least 6 months.

What qualifies as a historic vehicle for VRT purposes?

Vehicles over 30 years old, of historical interest, maintained in original condition, and not used as a daily driver qualify for the flat €200 VRT rate.

Can I claim multiple reliefs on the same vehicle?

Generally no. Most reliefs are mutually exclusive. However, EV relief is applied first, and then any other applicable relief may reduce the remaining amount. Consult Revenue for your specific situation.
